Paulo Rodr\u00edguez."},"content":{"rendered":"<p lang=\"es-ES\" style=\"text-align: left\" align=\"center\"><strong>Por Nuria Seoane Bouzas.<\/strong><\/p>\n<blockquote>\n<p lang=\"es-ES\" align=\"center\">Sos chegamos antes,<\/p>\n<p lang=\"es-ES\" align=\"center\">xuntos chegamos m\u00e1is lonxe.<\/p>\n<p lang=\"es-ES\" align=\"center\">\n<\/blockquote>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\">Con esta cita, abriu Paulo Rodr\u00edguez, o director do <a href=\"http:\/\/bit.ly\/1MiIgpp\" target=\"_blank\">Teatro Rosal\u00eda Castro da Coru\u00f1a<\/a> (TRC)\u00a0e presidente da RED (<a href=\"http:\/\/www.redescena.net\/home\/index.php\" target=\"_blank\">Red Espa\u00f1ola de Teatros, Auditorios, Circuitos y Festivales de Titularidad P\u00fablica<\/a>)\u00a0a sesi\u00f3n do venres 20 de maio.<\/p>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\">Paulo distribu\u00edu a dita sesi\u00f3n en tres apartados:<\/p>\n<ul style=\"text-align: justify\">\n<li>\n<p lang=\"es-ES\" align=\"justify\">Parte \u201cMorfeo\u201d (como el mesmo a denominou).<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">Unha din\u00e1mica en grupos.<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">Transmisi\u00f3n de catro experiencias que serven tanto para quen traballa na Adminisitraci\u00f3n p\u00fablica como para creadoras\/es, produtoras\/es, distribuidoras\/es etc.<\/p>\n<\/li>\n<\/ul>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\">Recomendounos, as\u00ed mesmo, o libro: <a href=\"http:\/\/www.acantilado.es\/cont\/catalogo\/docsPot\/La_utilidad_de_lo_inutil_extracto.pdf\" target=\"_blank\">La utilidad de lo in\u00fatil, de Nuccio Ordine\u00a0<\/a><\/p>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\">Na parte \u201cMorfeo\u201d, falounos da definici\u00f3n e contextualizaci\u00f3n da <strong>cultura<\/strong>. Recordounos que contamos con m\u00faltiples concepci\u00f3ns do termo \u201ccultura\u201d, unhas que parten dunha visi\u00f3n meramente hist\u00f3rica e outras cuxa orixe radica nunha concepci\u00f3n materialista e\/ou idealista.<\/p>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\">Expuxo a definici\u00f3n de Raymond Williams da cultura, para quen designa un proceso de cultivo da mente en funci\u00f3n dunha terminolox\u00eda moderna e cientificista ou en funci\u00f3n dun esp\u00edrito m\u00e1is acorde cun enfoque tradicional, que apunta cara a tres noci\u00f3ns:<\/p>\n<ol style=\"text-align: justify\">\n<li>\n<p lang=\"es-ES\" align=\"justify\">Un estado mental ou espiritual desenvolto (concepci\u00f3n da cultura como unha expresi\u00f3n elitista).<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">Un proceso que conduce ao estado de que son parte as pr\u00e1cticas culturais xenericamente consideradas.<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">Os instrumentos (e os medios) dese proceso como cada unha das artes e outros veh\u00edculos que expresan ou conforman un estado espiritual ou de comportamento colectivo.<\/p>\n<\/li>\n<\/ol>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\">Os puntos 2 e 3 rem\u00edtennos a dous enfoques:<\/p>\n<ol style=\"text-align: justify\">\n<li>\n<p lang=\"es-ES\" align=\"justify\">Idealista (concibe o termo cultura como indicador dun esp\u00edrito formador global da vida individual e colectiva, en que se manifestan unha variedade de actos sociais, de xeito especial aqueles que se refiren \u00e1s artes pl\u00e1sticas, ao teatro etc.)<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">Materialista (de inspiraci\u00f3n marxista, que considera a cultura como reflexo do universo social m\u00e1is amplo e determinante).<\/p>\n<\/li>\n<\/ol>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\">A tendencia actual m\u00e1is estendida v\u00e9n ser unha mestura das d\u00faas concepci\u00f3ns. Por tanto, o termo <strong>cultura<\/strong> segue apuntando cara a actividades determinadas do ser humano. Estari\u00e1monos referindo \u00e1 ciencia organizadora das estruturas culturais e xeralmente entendida como o programa de intervenci\u00f3ns realizadas polo Estado, instituci\u00f3ns civ\u00eds, entidades privadas ou grupos comunitarios, co obxecto de satisfacer as <strong>necesidades culturais<\/strong> da poboaci\u00f3n e promover o desenvolvemento das s\u00faas representaci\u00f3ns simb\u00f3licas.<\/p>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\">Podemos distinguir entre pol\u00edtica cultural patrimonialista (hist\u00f3rico-art\u00edstica) e do fomento da creaci\u00f3n (promove a distribuci\u00f3n, promoci\u00f3n e uso de novos valores culturais).<\/p>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\">A pol\u00edtica cultural \u00e9 a que produce efectos de proporcionar instrumentos de co\u00f1ecemento, reco\u00f1ecemento e autorreco\u00f1ecemento.<\/p>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\"><strong>Gasto cultural<\/strong>: de entrada, este termo ev\u00f3canos todas as alternativas para o apoio \u00e1 cultura:<\/p>\n<ol style=\"text-align: justify\">\n<li>\n<p lang=\"es-ES\" align=\"justify\">baixo a concepci\u00f3n paternalista e arcaica da actividade cultural ao abeiro da Administraci\u00f3n p\u00fablica<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">pol\u00edtica cultural plena<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">incentivos indirectos \u00e1 produci\u00f3n cultural<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">tendencias e estado da cuesti\u00f3n do compromiso de gasto p\u00fablico para a cultura<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">capital cultural<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">globalizaci\u00f3n<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">sistema de produci\u00f3n cultural.<\/p>\n<\/li>\n<\/ol>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\">Neste apartado,podemos distinguir entre <strong>compromiso individual <\/strong>na adquisici\u00f3n de bens culturais (entradas de teatro, concertos, libros\u2026 mais non investimentos no eido da cultura, como por exemplo compra de obras de arte) e <strong>\u00e1mbito colectivo <\/strong>(gastos que a comunidade ou o poder p\u00fablico\/privado comprometen nas operaci\u00f3ns de distribuci\u00f3n, cambio e consumo de cultura).<\/p>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\"><strong>Ganancia cultural<\/strong>: en contraposici\u00f3n co concepto de \u201cgasto cultural\u201d, sit\u00faanos no \u00e1mbito m\u00e1is inmaterial (refer\u00edmonos ao resultado dun proceso mediante o que, tanto o individuo como o grupo, adquiren novos c\u00f3digos e competencias art\u00edsticas ou capacidades est\u00e9ticas.<\/p>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\"><strong>Circu\u00edto cultural<\/strong>: conxunto que comprende produtores, produtos ou manifestaci\u00f3ns culturais, distribuidores, p\u00fablicos e instituci\u00f3ns ou instancias organizadoras (axencias financeiras, produtores p\u00fablicos e privados, escolas de formaci\u00f3n etc.).<\/p>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\">En relaci\u00f3n coas pol\u00edticas culturais e os seus circu\u00edtos, podemos establecer varios estadios:<\/p>\n<ul style=\"text-align: justify\">\n<li>\n<p lang=\"es-ES\" align=\"justify\">Pol\u00edticas relativas ao mercado cultural: apoio \u00e1 produci\u00f3n, creaci\u00f3n, distribuci\u00f3n e acceso \u00e1 cultura.<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">Pol\u00edticas de activaci\u00f3n de iniciativa do sector privado no eido cultural: incentivos fiscais e mecenado.<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">Pol\u00edticas relacionadas coa cultura allea aos mercados culturais, que non pos\u00fae valor simb\u00f3lico no propio mercado mais si ten un marcado valor cultural na comunidade (amadores, aficionados\u2026).<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\">Pol\u00edticas relativas aos usos culturais, encargada para a creaci\u00f3n de condici\u00f3ns necesarias para acceder \u00e1 cultura con valore democratizadores e axentes activos.<\/p>\n<\/li>\n<\/ul>\n<p lang=\"es-ES\" style=\"text-align: justify\" align=\"justify\">Logo, mencionounos Paulo alg\u00fans tipos de relaci\u00f3ns entre o sector privado e o p\u00fablico:<\/p>\n<ul style=\"text-align: justify\">\n<li>\n<p lang=\"es-ES\" align=\"justify\"><strong>colaboraci\u00f3ns<\/strong> (que xeralmente se dan entre iguais, por exemplo poder\u00edase levar a cabo unha entre o Teatro Rosal\u00eda Castro da Coru\u00f1a e o Teatro Principal de Santiago de Compostela)<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\"><strong>subvenci\u00f3ns<\/strong> (nominativas ou de concorrencia)<\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\"><strong>explotaci\u00f3n mixta e explotaci\u00f3n conxunta <\/strong><\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\" align=\"justify\"><strong>relaci\u00f3ns con \u00f3rganos de personalidade xur\u00eddica propia<\/strong><\/p>\n<\/li>\n<li>\n<p lang=\"es-ES\"
